Webster Groves City Council rejected a planned $320 million development in the city near St. Louis.
Council members voted against rezoning 15 acres for a housing and commercial development called Douglass Hill. The development plan called on 700 apartments, 100 condominiums and more than 100,000 square feet of retail and commercial space.
Some residents protested the plan, citing its size, scale and other factors.
