Mick Mulvaney, acting White House chief of staff, said a delay in hundreds of millions of dollars in aid to Ukraine was delayed over the summer.
Mulvaney said the delay was meant to prompt Ukraine into cooperating with a Justice Department investigation into the country's alleged involvement in the 2016 U.S. election.
He later backpedaled on the remarks.
