The Democratic National Committee on Friday announced a rule change for the next debate, requiring candidates to have at least 20% of allocated delegates.
That leaves Rep. Tulsi Gabbard of Hawaii out. Even if she swept upcoming primary elections, she still wouldn't qualify for the March 15 debate.
The most recent debate rules required candidates to have won at least one delegate. Gabbard took two delegates in American Samoa’s caucuses on Super Tuesday.
