Presidential candidate Joe Biden is proposing a new program called Education Beyond High School.
He says the initiative, which would invest in community colleges and workforce training programs, is expected to cost $750 billion.
Biden said the plan would be paid for by eliminating a tax code loophole and capping the itemized deductions that wealthy Americans can take.
