Federal Communications Commission Chairman Ajit Pai recommended approval of T-Mobile's merger with Sprint.
The deal, worth about $26 billion, would combine the third- and fourth-largest U.S. wireless carriers.
"The evidence conclusively demonstrates that this transaction will bring fast 5G wireless service to many more Americans and help close the digital divide in rural areas," Pai said in a statement.
FCC Commissioner Jessica Rosenworcel is among opponents of the merger.
"I believe we need more competition, not less," Rosenworcel said. "I am not convinced that removing a competitor will lead to better outcomes for consumers."
