City set to fund master plan for 200 acres

The city of Springfield has issued a request for qualifications from architectural firms for a new Department of Environmental Services campus.

The project, to be built on land the city owns in southwest Springfield, is estimated to cost $30 million, according to a news release.

“The Department of Environmental Services fills a critical need in our community by providing effective wastewater, stormwater and solid waste services,” said Errin Kemper, the department's director, in the release. “Over the decades, each of these service lines have evolved in different physical locations. Unifying our staff in one location will allow us to operate more efficiently and will free up much needed space for other city departments.”

Plans call for office space to accommodate roughly 140 staff members, as well as a maintenance facility that would include garages capable of housing around 70 large sewer maintenance vehicles. City officials say, "The campus grounds are envisioned to serve as an example of sustainable land development and a showcase of development in harmony with the environment."

The land is located on Rountree Road, southwest of the West Bypass and James River Freeway intersection.

Firms can submit qualification statements for the RFQ at the city's website. The campus is a program in the 2021 supplemental overflow control plan, which was approved by the Missouri Department of Natural Resources, according to the release.
