North Korean leader Kim Jong-un on Monday cut the ribbon on his signature construction project.
The development is a new city called Samjiyon, located near a mountain thought of as sacred and where Kim's family claims its roots.
The "socialist utopia" can accommodate 4,000 families and has hotels, a ski resort and commercial, cultural and medical facilities, North Korean officials say.
