I completely agree with helping the "panhandlers" (your words). There, but by the grace of God go I. And I do agree the best way to help is through the professional, concentrated efforts that will be the result of the signs. Hopefully. I recall about 10 (?) years ago the City tried to do something just like this. Pretty sure that didn't last long at all. Something needs to happen to help. Focus on mental health, housing, and ultimately employment is key. And laws making it a crime to sleep on the streets are very counter-productive, especially when the violation is a felony (which many states and cities have adopted).
