Will new clean-air laws kill the economy?

The Environmental Protection Agency is reviewing ozone standards and the Obama administration is considering implementing new regulations by executive order.
 
According to Bloomberg Businessweek, the American Petroleum Institute is warning that tightening rules will kill the economy.The EPA states new requirements could cost businesses $90 billion but would save $100 billion in health care costs.
 
Early indications suggest the courts won't allow further delays in new regulations that address climate change so, despite numerous postponments in the past, businesses will have to adapt this time.
