University of Missouri-St. Louis Chancellor Kristin Sobolik said school officials are "shocked and disappointed" that the county did not provide $10 million in federal funds.
UMSL sought the funds for a planned business and workforce district on its campus.
Sobolik said the project wasn't funded because of the "timeframe in which the sponsor filed the bill."
