London's transport regulator ordered Uber to stop operating in the city at the end of the month.
"Uber's approach and conduct demonstrate a lack of corporate responsibility in relation to a number of issues which have potential public safety and security implications," government officials said.
Uber has the right to appeal the decision within 21 days. The move affects some 40,000 drivers.
The company has faced criticism from unions, lawmakers and traditional black cab drivers over working conditions in London.
