President Donald Trump is seeking another $1.6 billion on top of $21 billion already proposed for NASA in his fiscal 2020 budget.
The funding is part of pledges to return astronauts to the moon by 2024.
The Trump administration is proposing to remove unused funding from Pell grants. A budget official said current Pell Grant recipients would not be affected.
