The Trump administration announced the abrupt cancellation of more than $12 billion in federal health care grants.
The Department of Health and Human Services sent notices this week stating: "No additional activities can be conducted, and no additional costs may be incurred, as it relates to these funds."
The funds were being used for health issues such as tracking infectious diseases, mental health services and addiction treatment.
