Three reasons Colo. is missing pot tax projections

Colorado is missing $21.5 million in pot taxes after originally predicting $33.5 million in new taxes in the first six months of 2014.

CNNMoney lists three reasons why they were off:

1. People are still buying off the black market.

2. More people are buying medical marijuana, which is taxed less.

3. Lawmakers were too optimistic in their revenue forecasts.
