The lingering effect of last year's tough winter

Good news for folks who are still chilled by the memory of last year's punishing winter: Milder temperatures and falling oil prices are predicted for this year.
 
The U.S. Energy Department states this means Americans can expect lower heating bills regardless of how they heat their homes, according to a report by Marketplace.
 
According to the report, homes using propane, which are mostly in the Midwest, can expect to save about $650 this year. Households using heating oil, primarily in the Northeast, could save about $360. Less savings will be had by those heating with natural gas ($31) or electricity ($17).
