Owners Jeff and Kym Russell will move Russell Cellular to its 8,600-square-foot corporate headquarters right around the time the company celebrates 15 years in business. Project Manager Paul Dock said crews are framing and doing site work for the facility, which is slated for completion Dec. 1.
