The city of St. Louis is seeking to make it more difficult to open new smoke shops.
The city’s Housing, Urban Development and Zoning Committee amended the city's zoning code to define and regulate smoke shops as a specific land use.
Previous zoning rules allowed smoke shops to automatically receive permits through “permitting by right."
