The St. Louis Board of Aldermen on Friday gave first round approval to a measure that would provide legal counsel to tenants facing eviction.
The proposal draws on programs in place in cities such as San Francisco and Philadelphia.
The bill would use $5 million in federal stimulus funds to contract with local nonprofits or attorneys.
