The St. Louis Board of Aldermen approved a plan to spend $255 million from the Rams settlement fund.
The legislation heads to the mayor's desk for approval.
The $255 million would be spent on north St. Louis, tornado recovery efforts, citywide infrastructure and neighborhood improvements, and downtown.
