The St. Louis Board of Aldermen voted 9-5 on a $1.4 billion budget.
The budget, which heads to the desk of Mayor Cara Spencer for approval, provides 3% pay raises for city employees. Police officers and firefighters will see a 7% increase.
The board also forwarded legislation to free up city money for tornado recovery efforts.
