State creates new division for work force development

Federal legislation enacted in 1998 has resulted in the launching of the new Division of Workforce Development within Missouri's Department of Economic Development.

The DWD has a new director, a new name, a new mission and a new set of federal guidelines as a result of the federal Workforce Investment Act of 1998.

"Record low unemployment and changing needs in the Missouri business community has prompted (the DED) to take aggressive steps in providing comprehensive work force services for Missouri residents," a release from the DED said.

The new DWD combines the employment services portion of the Division of Employment Security with the Division of Job Development and Training. The Division of Employment Security had been part of Missouri's Department of Labor and Industrial Relations.

Tom Jones is the director of the new division. Jones is the former associate director of the Missouri Department of Social Services.

"Gov. Carnahan has called for a consolidation of Missouri's major employment services in order to make them more efficient, customer friendly, and more responsive to the business community," said Joseph L. Driskill, director of DED, in the release. "Under Tom's leadership, I am certain we will achieve those objectives."

The federal legislation requires local elected officials, business leaders, educators and other community leaders to work together to design a work force delivery system that will address local economic needs. At least 50 percent of each community board must consist of business leaders.

The individual boards will oversee the daily functions and operations of the area career centers called for in the federal legislation.

"Changes in our state and local economy have resulted in changing needs for Missouri workers and employers, and by putting local individuals in charge of work force development boards, they will have the opportunity to address their own needs and concerns," Driskill said. "It is our goal to meet these challenges by establishing an open dialogue with the business community and determine employment needs throughout Missouri."
