A lawsuit that challenges how a St. Louis trolley company was formed could spell doom for a project that is leaning on a $22 million federal grant, according to the St. Louis Business Journal.
The Loop Trolley Co., which is aiming to build a streetcar line between the Delmar Loop and the Missouri History Museum in Forest Park in St. Louis, faces a lawsuit filed Oct. 29 in U.S. district court by four plaintiffs, including a University City councilwoman. The lawsuit claims that the transportation district created to help fund the venture was established illegally because property owners were allowed votes based on the amount of land they owned.
A law professor interviewed by the St. Louis Business Journal said the suit could cause lengthy delays for a $22 million grant award from the Federal Transit Agency.
In Kansas City, a lawsuit that challenges the constitutionality of the Downtown Streetcar Transportation Development District is holding up the issuance of $73.5 million in bonds to finance the streetcar line.
