U.S. small-business optimism rose to its second-highest level on record, according to a National Federation of Independent Business survey.
The July figure was 107.9, lower than first-place holder July 1983, at 108.
Among the survey findings, a record 23 percent of employers said they plan to create new jobs in the next three months.
