The city of Springfield has partially funded downtown business projects since 1984, as well as many in the Walnut Street and Commercial Street Historical Districts, with loans to get businesses up and running. Since that time, 123 projects have received funds totaling $11,745,041 with an average amount of $91,046.
Supplementing these funds have been $19,679,151 in private investment dollars. Two primary qualifying factors for receiving city monies are the project must eliminate a "slum or blight" condition and it must create new jobs, said Ann Peck, loan officer for the city.
