Loitering by “undesirable” people is not the problem. The problem is that there are just not enough people there to show an accurate cross section of the public. If you look in other cities with popular, active public spaces, the people referred to as “undesirable” are there; they simply blend in with everyone else. So the real solution is to have more people in the space.
