Congress and the White House are mulling a fourth stimulus phase that could exceed $1 trillion, people familiar with the matter told Fox Business.
Government officials are discussing two proposals: a payroll tax holiday and a so-called negative payroll tax.
The tax holiday would eliminate the payroll tax, while the negative payroll tax would act as a wage subsidy for employers to pass on to employees.
