Prost, three other developers respond for Heer’s project

The city of Springfield today is sorting through submissions from four developers who responded to a request for qualifications for the Heer’s Tower redevelopment project.

The city issued at least 11 requests last month after the project’s original developer, Vaughn Prost, missed his final financing deadline Aug. 22 and lost exclusive building rights. The deadline to respond to the requests was 5 p.m. Monday.

The respondents are:

• Magers Management Co. LLC in Springfield, with Randy Magers as manager;

• McGowan-Walsh LLC in St. Louis, with Kevin McGowan and Nat Walsh as co-founders;

• Restoration St. Louis Inc. in St. Louis, with Amrit Gill as president; and

• Springfield Office Building LLC in Jefferson City, with Prost as manager.

The city will make the request responses open to the public at 2 p.m. today and later will seek project proposals from each developer.

At its meeting Monday night, Springfield City Council considered a proposal that gives the city several options to protect its investment in the Heer’s building.

Among the options: the city can purchase the building itself, or “facilitate the acquisition of the project” and find a new developer. The city would also be able to work with Great Southern Bank to clear title for the building.
