While parts of the United States and the Caribbean have an excess of water due to hurricanes, Portugal is suffering from a drought.
More than 80 percent of the country has now been classified as having "severe" or "extreme" drought conditions. That's the country's worst levels in more than 20 years.
Portuguese Environment Secretary Carlos Martins cited climate change, among other factors.
