Lt. Melvin O. Schmitt has been promoted to the rank of captain and designated commanding officer of Troop D of the Missouri State Highway Patrol. Schmitt is a 34-year veteran of the patrol, serving in St. Louis, Jefferson County and Springfield. As commanding officer of Springfield's Troop D, he will oversee the largest troop in geographical miles, serving 18 counties.
