Anthony Frazier, of Columbia, has been appointed deputy secretary of state for business services. Frazier is responsible for managing the corporations, commissions, uniform commercial code and franchise tax divisions, with a total of 70 employees. Frazier had been serving as corporate counsel for the secretary of state.
