The proposed 2004-2006 Transporta-tion Improvement Program will be available through Aug. 21 for review and public comment at the Library Center, the City Utilities Transit offices and the Busch Municipal Building. The TIP is a three-year schedule of transportation improvements planned by various agencies in the Springfield Area Metropolitan Planning Organization boundary. Members of the MPO Technical committee will review comments Aug. 21 and decide whether to adopt the Transportation Improvement Program. The grand opening of the Springfield Exposition Center will be held Sept. 19 and 20. The center's first convention will be the Society of Manufacturing Engineers convention Sept. 24, with nearly 1,500 people expected to attend. Several other conventions are already on the calendar for the center, including the Republican Party State Convention scheduled for June 4-6, 2004, and the Wally Byam Caravan Club's 50th anniversary event, which is expected to bring about 4,600 people to Springfield in 2005. |ret||ret||tab|

New regulations by the Missouri Department of Health and Senior Services that went into effect July 30 have changed the reporting procedures for losses and thefts of controlled substances. The Bureau of Narcotics and Dangerous Drugs, which is within the Department of Health and Senior Services, now has a registry of 23,500 practitioners, pharmacies, hospitals and other entities that have the authority to purchase, stock, dispense, prescribe and administer controlled substances. The changes that have been made to the application form and the reporting form for submission of losses and thefts will enable the Bureau to collect more data on carriers and in-transit losses of controlled substances. Additionally, the list of controlled substances has expanded to include additional hallucinogenics and the depressant commonly known as GHB. In an effort to promote driver safety, Russell Cellular is giving away $500,000 worth of hands-free devices at 45 different locations during August. "Driver safety is a top priority for us," said Jeff Russell, president of Russell Cellular. These devices will allow drivers to talk while keeping both hands on the wheel.
