In his first public comments on the Russia investigation, special counsel Robert Mueller declined to clear President Donald Trump of wrongdoing.
He said Justice Department guidelines did not allow him to charge a sitting president.
"If we had had confidence that the president clearly did not commit a crime, we would have said so," Mueller said, before reportedly prodding legislators by saying, "the Constitution requires a process other than the criminal justice system to formally accuse a sitting president of wrongdoing."
Mueller's report shows efforts by the Russian government to interfere in the 2016 election on Trump's behalf.
