Missouri’s two largest electric utilities are seeking passage of “construction work in progress" legislation.
Evergy and Ameren Missouri went to the Missouri House Utilities Committee for support of the legislation, which would allow the companies to charge customers upfront for natural gas power plants before they're completed.
Proponents say developers are looking at the state's power grid when determining whether to locate or stay in Missouri, and limited power could mean the loss of projects to states like Kansas. Opponents say the legislation would mean more profit for monopoly companies at the expense of consumers.

This does not make logical sense. Why would the current consumers of a for profit utility company pay for said for profit utility companies future consumers. Where is the logic in this? This request of the Missouri House Utilities Committee tells me that these companies have failed to properly budget if they don't already have the capital to cover future construction or they are only looking to increase their profit margin in a new way.
I'm betting they're not going to reduce future rates for consumers for the prepaid funding. Ridiculous ask.
