The storm cut power to about 65,000 Empire customers, or 40 percent of its electric customer base, the Joplin-based utility reported in a Dec. 19 news release. Officials estimated property damage and reconstruction costs were about $15 million.
PSC staff will submit an initial report on its investigation to the commission by April 3, according to a commission news release.
