"The critical access hospital offers cost-based reimbursement from the federal Medicare program as opposed to the prospect of (a) payment system that all other hospitals are paid on. That tends to be a more favorable reimbursement. It's a direct policy by the government to improve access to health care in rural areas," said Mike Scavotto, president of St. Louis-based Management Performance Associates. MPA is performing a second feasibility study on the project.
