Kansas City Mayor Quinton Lucas is proposing hiring and retention bonuses in a bid to improve 911 hold times.
The $2,500 bonuses were proposed during Lucas' fifth State of the City Address on Wednesday.
“We have to have call takers who answer 911 when our residents call,” Lucas said.
