Cole County Circuit Court Judge Jon Beetem on Wednesday ruled against Medicaid expansion in Missouri.
Beetem said the voter-approved initiative is unconstitutional because it does not include a way to pay for it.
Plaintiffs vowed to immediately appeal the decision. A lawsuit was filed after Gov. Mike Parson and the state legislature failed to fund the Medicaid expansion initiative.
