Judge rejects Taxpayers’ Bill of Rights proposal

A ballot initiative that proposed a spending lid on state funding will not go to voters in November, a Cole County circuit judge ruled today.

Judge Richard Callahan chose to uphold Missouri Secretary of State Robin Carnahan’s May rejection of Constitutional Amendment Article 14. The article is similar to one passed in Colorado called the Taxpayers’ Bill of Rights, which placed a cap on state funding for services such as education, health care, public safety and capital construction.

Organizations outside of Missouri had been circulating a petition to send the article to the state’s November ballot.

The Missouri Budget Project issued a report against the proposal and has been working to educate the public on the issue. Executive Director Amy Blouin said that while the initiative has been quieted, those educational efforts will continue, as there is concern that the issue could resurface.[[In-content Ad]]
