U.S. District Judge Nanette Laughrey struck down the residency rule that requires a majority of the owners of companies that dispense, grow or manufacture medical marijuana to be state residents.
The judge ordered a permanent injunction after issuing a temporary injunction this summer.
Pennsylvania-based investor Mark Toigo last year filed suit over the residency requirement, saying it violates the U.S. Constitution’s commerce clause.
