Johnson & Johnson offered $4 billion to settle all U.S. lawsuits related to opioids.
State and local governments have levied more than 2,000 lawsuits against J&J, accusing the company of contributing to the opioid crisis.
People familiar with the matter also told The Wall Street Journal Teva Pharmaceutical Industries Inc. is offering to settle opioid lawsuits it faces by providing free drugs.
