Reports have surfaced of the IRS paying out COVID-19 relief checks to dead people's accounts.
There are signs that people who died more than two years ago received payments.
Mark Everson, who served as IRS commissioner 2003-07, said "there's a real trade-off of speed versus accuracy in the processing."
