JEFFERSON CITY Secretary of State Matt Blunt issued an order requiring Stanley Helvey of Springfield to pay back to investors the commissions he earned from the illegal sale of customer-owned pay telephone investments to two Missouri investors. The consent order, which was issued under an agreement between the Securities Division of Blunt's office and Helvey, requires Helvey to return the $2,800 in commissions he earned from the sale of the $20,000 investments.
Helvey, a licensed insurance agent who has never been a registered securities agent, conducted business as a securities agent from March 1999 to August 2000 on behalf of Alpha Tel-Com Inc., an Oregon corporation.
