Illinois finally gets a budget

The two-year budget stalemate in Illinois is over, but financial troubles remain.

The legislature pushed through a $36 billion budget, but the state still has $15 billion in unpaid bills.

It also owes a quarter-trillion dollars in pensions to state workers upon retirement.
