As federal disaster reserves vanish, the U.S. House is moving to pass President Donald Trump's $7.9 billion request for Hurricane Harvey relief funds.
The funding would likely be the first installment as Harvey damages could exceed the $110 billion government cost of Hurricane Katrina.
With the bill, lawmakers also hope to address the U.S. debt limit. If they increase it, the government then can begin borrowing freely again to cover its debts.
