State Sen. Lincoln Hough, R-Springfield, is proposing one-time $500 tax credits for Missouri residents.
Hough is pushing the It's Your Money Act amid a nearly $3 billion budget surplus in the state government.
"I don't believe people pay taxes so that the government can put this money in the bank," said Hough, vice chair of the Senate appropriations committee. "The idea that we're currently carrying a $3 billion balance in general revenue is, in my opinion, a little problematic to my conservative roots."
