Hartford City Council agreed to a new budget deal authorizing a bailout by the state of Connecticut.
Under the deal, the state would pay off the city's $550 million in debt during the next 20 years.
The state will seek to refinance Hartford's debt. Hartford also was placed under state oversight in January.
