The letter, written by DHSS Facility Inspector Keith Steenbergen said the department's long-term care regulation office received a complaint through its adult abuse and neglect hotline Oct. 31.

"After a thorough investigation into the allegations, we determined that the complaint is unsubstantiated," Steenbergen wrote, adding that the agency is responsible for investigating all complaints regarding the welfare of residents staying in long-term care facilities.

Senior Vice President and General Counsel Justin Harris sent the letter to media.
