A federal appeals court ruled against a voter-approved lobbying rule in Missouri.
The court found that the rule, which prevents lawmakers and legislative staff from working as lobbyists for two years after leaving office, is unconstitutional. The U.S. Eighth Circuit Court of Appeals said the rule violates the First Amendment.
The rule was enacted in 2018 as part of the voter-approved initiative called Clean Missouri.
