EU orders Italy to recover millions from steelmaker ILVA

The European Union ordered Italy to recover $99 million from steelmaker ILVA.

In 2015, Italy gave ILVA loans as it entered insolvency proceedings. ILVA owns Europe's largest single-site integrated steel plant.

The European Commission ruled state aid rules do not apply to companies that are in trouble.
