East St. Louis hires former mayor as city manager

The East St. Louis City Council has hired former Mayor Alvin Parks to serve as city manager.

The council voted late last week to fire City Manager Traycee Chapman, who was hired a couple months ago. She fell out of favor quickly by scrutinizing city staff and firing and laying off several employees, according to the Belleville News-Democrat.

As city manager, Parks will be paid a salary of $100,000, will be provided a car and will have medical benefits.
